For those of you who really like Kamen Rider, you must be familiar with the concept of the final form which can be said to be the strongest form for the riders and is often used against the final enemy.
So here I have listed the final form rider which I think is the strongest based on some of my analysis while watching Kamen Rider. Let's just take a look at the list. Check it out!
10. OOO Putotyra Combo
Putotyra Combo is Kamen Rider OOO's strongest form/combo. To change into this mode, Eiji Hino needs three core medals, namely Ptera, Tricera, and Tyranno Core Medal. When in this mode, Kamen Rider OOO's strength increases very rapidly, both in terms of kicks, jumps, speed, to super punches.
This form is very strong because when using this form Eiji turns brutal and he often out of control in battle. In addition, this form allows Kamen Rider OOO to fly. Unfortunately, this form makes Eiji turn into Greeed. However, after the final battle against Kyoryu Greed, these three Core Medals disappeared into a black hole created by Greed.
9. Infinity Wizard

The power of the Infinity Wizard was born from the tears of Haruto Souma who was in despair. The tears turned into a ring that Haruto used to henshin into his Infinity Wizard form. This ability is very special because this ability comes purely from Haruto's power, not from the White Wizard.
In this form, Kamen Rider Wizard can move very quickly to attack his enemy. In addition, he also uses a weapon in the form of an ax and sword called AxCalibur. The weapon is also the embodiment of the WizardDragon which gives him power. When issued a final attack, the size of the ax turns into a giant and can defeat the Phantom in one hit.
8. Hyper Kabuto
In order to transform into this form, Tendou Souji needs a Hyper Zecter from the future. This Zecter is quite unique because it cannot be destroyed. With the help of this Zecter, Tendou Souji can transform into Hyper Kabuto which makes his abilities increase many times, especially in terms of speed.
One of the best techniques from Hyper Kabuto is Hyper Clock Up which allows Kabuto to move in incredible high-speed beyond the normal Clock Up. Furthermore, Hyper Kabuto also has a weapon in the form of a sword that can be combined with three other Zecters, TheBee-, Drake-, and Sasword Zecter. In one hit, Hyper Kabuto can destroy dozens of Worms and he can even defeat high-level Worms.

7. Gaim Kiwami Arms
Next, there is the final form of Kamen Rider Gaim, namely Kiwami Arms. To change in this mode, Kamen Rider Gaim must use Kachidoki Lockseed and Kiwami Lockseed at the same time. In this form, Gaim's abilities increase greatly, both offensively and defensively.
Gaim in Kiwami Arms mode can also use a variety of weapons from other riders. Gaim can use these weapons interchangeably and he has a final attack that is a combination of these weapons. However, this form has a side effect that makes Kamen Rider Gaim merge with the Helheim forest so that he turns into an Over Lord who has the ability to control Helheim's forest plants and rule the Invess.
6. Build Genius

Through his experiments and research, Kiryu Sento has finally succeeded in creating the Genius Bottle which is a combination of Fullbottle. By using the Genius Bottle, Kiryu as a Kamen Rider Build can turn into Build Genius which is his strongest final form.
Compared to RabbitRabbit Form and TankTank Form, Genius Form is a more balanced form, both in terms of punches and kicks. In the first debut of this final form, the power of Build Genius proved to be able to defeat Kamen Rider Mad Rogue easily. In addition, this form also has the ability to neutralize the nebula gas contained in the opponent's body. Even so, Build Genius isn't strong enough to beat Evol yet because Evol is too overpower.
5. Blade King Form
After sealing the category King Undead, Kenzaki also managed to get a new form. By using the Rouze Absorber and category King Rouze Card, Kenzaki can transform into a Kamen Rider Blade in King Form. In this form, Blade has the sword as main weapon, namely the King Rouzer.
In this form, Kamen Rider Blade can merge with the power of the Undead he has absorbed. However, this form requires a lot of energy so Kenzaki often faints after using this form. The power of the Blade King Form is also said to be on par with the strength of the Joker who is known as the strongest Undead. Moreover, this form also has a side effect that makes Kenzaki turn into the second Joker.

4. Ultimate Kuuga

This form is Kuuga's strongest form in the original series. Ultimate Kuuga is the form used by Godai Yuusuke to fight against Daguva in their final battle. This ability is very terrible because when using this form Godai can lose himself and turn into a terrible monster like Daguva.
As we know, Kuuga is a very strong rider. His kick can cause an explosion in a large radius in normal mode. In ultimate mode, Kuuga's strength is clearly much more stronger. Unfortunately, Kuuga's final battle wasn't too fascinating because he only had a fist fight with Daguva so Kuuga's Ultimate power was not shown in full. However, Kuuga's final form is very deserving of this position because it is proven to be able to compete with the strength of the leader of the Grongi.
3. Ex-Aid Muteki Gamer
Next, there is the final form of the Kamen Rider Ex-Aid, namely Ex-Aid Muteki Gamer. To change into this mode, Emu Hojou uses the Hyper Muteki Gashat. Not only that, Emu also needs to re-infect himself with the Parado's Game virus so he can turn into an Ex-Aid Muteki Gamer thanks to Poppy's Bugvisor II.
In this form, Ex-Aid has abilities that surpass other riders. In addition, he has a maximum speed of up to twice the speed of sound. Ex-Aid Muteki Gamer is also the only rider who is able to avoid Chronos' "Pause" technique so Ex-Aid is able to provide resistance. Muteki Gamer is also said to be a complete transformation without limitations on ability and duration of use.
2. Decade Complete Form
In the second's place, there is the final form of Kamen Rider Decade which is very impresice because Decade in this form is able to use all the abilities of the riders. When Decade transforms into Complete Form, it's no wonder he's called the ruler of the world of riders.
To change in this form, Decade must use a device called K-Touch which he got when exploring a negative world that contains Dark Riders. The proof of the power of Decade Complete Form is that Decade can easily use other riders' final form powers and use them to defeat bad riders in one hit.
1. Ohma Zi-O
After seeing Geiz who was in a dying condition from being attack from Swortz, Sougo who was overcome by anger turned into Ohma Zi-O. He managed to transform into that form and possessed the extraordinary strength of all the riders. Naturally, as the master of time, it was no wonder that he was the strongest of all the riders.
As the evidence of Ohma Zi-O's power, Sougo could easily overcome Swortz in their final battle. He could easily defeat the final enemies of the riders like Daguva or Gemedeus in one attack without trouble. Moreover, Oma Zi-O also had no trouble defeating Swortz/Another Decade.
