5. Portgas D. Ace

Donquixote Doflamingo is a very clever pirate as well as cunning and cruel. In addition, he has connections with powerful people, such as Kaido. Doflamingo had made the entire population of Dressrosa live in misery. In addition, Doflamingo is a very powerful pirate because he is a devil fruit user and is able to use three types of haki.
Luckily, he was brought down by Luffy and Law along with the alliance of fighters in the Colosseum.
