Rats in the House of the Dead is an underground organization led by Fyodor Dostoyevsky. They act as the main enemy that must be fought by Armed Detective Agency and Port Mafia in the Cannibalism Arc.
Unlike other criminal organizations, Rats in the House of the Dead has a very unique way of working. They are like a mouse that eats away at the opponent from the inside slowly. They were able to turn Yukichi Fukuzawa and Ōgai Mori against each other.

1. Fyodor Dostoevsky
Fyodor Dostoyevsky is known as a genius criminal who is difficult to trace. He is able to devise a brilliant strategy to make it difficult for the enemy. So far, the only character who is able to keep up with Fyodor is Dazai.
Not only clever and manipulative, Fyodor is also a ability user. His ability is called Crime and Punishment. How his powers work is still a mystery. However, he can kill enemies by touch.
2. Ivan Goncharov
The next member is a long-haired man named Ivan Goncharov. He has a high loyalty to Fyodor and is willing to do whatever is ordered. In addition, he is very fond of classical music.
Ivan has a special ability called The Percipe. He is able to manipulate the ground and rocks at will, for both offensive and defensive purposes. He is also very strong so Atsushi and Akutagawa have to work together.
3. Alexander Pushkin
Alexander Pushkin is a member of the Rats in the House of the Dead who has the special ability called A Feast in Time of Plague. He can create a deadly virus that can kill either of his two targets.
The virus was able to force Fukuzawa and Mori to fight tooth and nail. Despite his dangerous power, Pushkin is naturally cowardly. He did not dare to fight against a strong enemy.
4. Nathaniel Hawthorne
Nathaniel Hawthorne was originally a member of The Guild working under the leadership of Francis Scott Key Fitzgerald. He later affiliated with Fyodor so he could cure his partner named Margareth.
While working under Fyodor, Nathaniel looks like he has been brainwashed until he becomes a cruel and heartless killer. His special ability is The Scarlet Letter which allows her to control her blood.
5. Mushitarō Oguri
The last member of Rats in the House of the Dead is Mushitarō Oguri. He was initially detained by a special organization called The Seventh Agency. However, he was later rescued by Fyodor and agreed to become his subordinate.
Mushitarō has an interesting ability called The Perfect Crime. He can erase all evidence of crime at the location. Because this ability is so great, detectives as smart as Ranpo Edogawa are made difficult to uncover criminal cases.
