MADS was a group of scientists who were active in the past. This group was first mentioned by Queen in the Wano. In addition, MADS had members consisting of genius scientists that we know throughout the story.

The next member of MADS scientists is the eater of the Gasu Gasu no Mi named Caesar Clown. This character had become an enemy for Luffy and his friends at Punk Hazard. In the past, Caesar had worked with Vegapunk for the marine until he finally became a most wanted criminal.
Caesar was indeed a genius in terms of experimentation, but he was still inferior to Vegapunk. Some of the experiments he did such as making SAD for SMILE was one of Vegapunk's ideas which Caesar further developed. Vinsmoke Judge is the leader of the Vinsmoke family and Germa 66 as well as a former MADS scientist. Judge is a genius and has extensive knowledge of the advanced science and technology.
