10. Jiraiya
Jiraiya is one of the legendary Sannin as well as the strongest ninja in Konoha. He actually couldn't use genjutsu alone because he needed help from Shima and Fukasaku.
Besides, Jiraiya needed to use Sage Mode first. The genjutsu created by Shima and Fukasaku are able to trap the opponent in an illusion through sound. However, they need focus and synchronization to activate genjutsu.
9. Hashirama Senju
Although genjutsu was not the First Hokage's main technique, Hashirama was in fact capable of using genjutsu called Bringer of Darkness Technique. He first demonstrated the jutsu in the battle against the Third Hokage.
