12. Kamen Rider Brain
Brain aka Roidmude 003 is one of the main enemies that Kamen Rider Drive must face. He had a dream of becoming a Kamen Rider. This dream finally came true in Kamen Rider Zi-O: Over Quatzer.
Brain appears again in the story of Kamen Rider Outsiders, but his strength is somewhat inferior to other Riders. He sided with Zein until he finally decided against him.
11. Kamen Rider Horobi
Horobi was once the main enemy in Kamen Rider Zero-One. Even so, he has changed and decided to fight for humanity. He once supported Zein's ideals of eliminating evil from the world.
Horobi also invited Kamen Rider Kenzan to join his side. He also fought against Bronze Drive, although he ultimately lost. After he saw Zein's bad intentions, he changed his mind and tried to oppose it.

Gai Amatsu aka Kamen Rider Thouser also appears in Kamen Rider Outsiders, to be precise in Episode 0. He is one of the people who is aware of the threat from Zein so he tries to find a strong partner to defeat Zein.
When Kamen Rider Genm fought against Arch Orphnoch, Gai interrupted their fight and invited them to form an alliance to fight Zein. However, both parties rejected Gai's offer.
8. Kamen Rider Juuga
George Karizaki is an eccentric scientist who appears in Kamen Rider Revice. He comes back again in Kamen Rider Outsiders. He is responsible for creating Zein Driver.
At the end of the fourth episode, George is seen taking out his Driver. This indicates that he will fight as Kamen Rider Juuga. Given the strength he possesses, he is one of the strongest Riders from Kamen Rider Outsiders.
7. Kamen Rider Diend
Kamen Rider Diend is a Rider who likes adventuring and exploring other worlds like Kamen Decade. He can use Rider Cards to summon certain Riders to help him on the battlefield.

When fighting against Desast who has gained new powers, Ark Zero can be defeated easily. He was also battered by Kamen Rider Zein until he was defeated by Kamen Rider Garren who transformed into King Form.
5. Kamen Rider Desast
Desast is a Megid who is very wild and difficult to control. In the story of Kamen Rider Saber, he was defeated and destroyed after he was defeated by Kenzan. However, he was resurrected by Foundation X in the Outsiders story.
Desast also gained new powers after he saw Kenzan defeated by Ark Zero. He is able to transform into Kamen Rider. His strength is said to be so superior that he was able to defeat Ark Zero without any difficulty.
4. Kamen Rider Ouja
Kamen Rider Ouja is one of the evil Riders that fans like the most. His appearance in the Kamen Rider Outsiders story attracted the attention of fans, especially since he got a Survive Form like Kamen Rider Ryuki and Kamen Rider Knight.
Ouja's armor turned golden purple. In his new form, Kamen Rider Ouja's fighting abilities have increased very significantly. He was also able to defeat Kamen Rider Odin with a new Final Vent.
3. Kamen Rider Garren
Kamen Rider Garren also appears again in the Outsiders story. He is seen to be the leader of the BOARD. He is one of the Riders who joined Zein's side. He was trusted by George Karizaki to brought Zein Driver and later gave it to Sakurai Yuto.
Like Kamen Rider Ouja, Garren finally gets a new form, namely King Form. Garren's armor turned golden and looked very strong. The gun has also changed so that its attacks become more destructive.
2. Kamen Rider Genm
Kamen Rider Genm is one of the strongest Riders and seems to have an important influence on the story of Kamen Rider Outsiders. Genm's current strength is considered overpowering because he can access the Musou Gamer form.
