4. Kamen Rider Rogue
Gentoku Himura was originally a very dangerous enemy in the story. He is one of the founders of the Faust organization which conducts experiments to create a monster called Smash.

As the main enemy in the story, Evolto is a very intelligent and terrifying alien. He comes from a special race called Blood. Moreover, he had destroyed various planets in the universe.
In the story, Evolto possessed the body of Soichi Isurugi and slowly gathered strength. Its existence is a threat that has the potential to destroy the earth.
Evolto has various forms of change from beginning to end, ranging from Blood Stalk to his terrible monster form. In addition, he is able to transform into a Kamen Rider by utilizing the Evol-Driver.
6. Kamen Rider Mad Rogue
Nariaki Utsumi is a former assistant to Gentoku Himuro. In addition, he is one of Namba Childern who was adopted by Juzaburo Namba. Because of that, he is very loyal to the Namba group.
Utsumi was thought to be dead after he was attacked by Gentoku. However, he managed to survive after being saved by Evolto. He then worked as a subordinate of Evolto for a while.
Utsumi is able to transform into Kamen Rider Mad Rogue by using the Evol-Driver with Bat and Engine Fullbottle. Mad Rogue's strength is worthy of reckoning because he is able to give the Riders trouble.
7. Kamen Rider Build (Prototype)
Shinobu Katsuragi is a former astronaut and father of Takumi Katsuragi. He faked his death so that he could devise a plan to fight the Earth-dangerous Evolto.
Seeing the threat from Evolto, Shinobu developed a Project Build that could match Evolto's strength. In addition, Shinobu had time to use the prototype version of Build and was involved in a fierce battle against Sento.
8. Kamen Rider Blood
In Kamen Rider Build: Be The One, Kengo Ino plays a major role as threatening and dangerous enemy. He is a former INSET astronaut who was possessed by a member of the Blood Tribe. Secretly, he helped Evolto plan to start a civil war.
Kengo transforms into Kamen Rider Blood by utilizing the Build Driver, Hazard Trigger, Great Cross-Z Dragon, and Cobra Fullbottle. He plans to destroy the Earth's core with Pandora's Box. However, the plan was foiled by Sento.
9. Kamen Rider Killbus
Killbus is the main enemy in the story Build NEW WORLD: Kamen Rider Cross-Z. He is known as the ruler of the Blood Tribe as well as the brother of Evolto. He went to Earth to find the whereabouts of Evolto.
Killbus is very aggressive and has a big obsession with power. In addition, he has various special powers, such as Evolto. By using Killbus Spider Fullbottle and Build Driver, he is able to transform into a Kamen Rider.
10. Kamen Rider Metal Build
Keiji Uraga is the main enemy that appears in the story Build NEW WORLD: Kamen Rider Grease. After killing Simon Marcus, he assumed the position of leader of a criminal organization called Down Fall.
Keiji transforms into Kamen Rider Metal Build by utilizing the Metal Tank Tank Fullbottle and Build Driver reinforced by Hazard Trigger. Unlike Build, Keiji doesn't lose control when he uses this form.
