Evolto is one of the most powerful and intriguing enemies in the entire Heisei Era of Kamen Rider lore. He is extremely cunning and manipulative. Furthermore, he can continuously evolve to become stronger over time.

1. Blood Stalk
When he first appeared as an enemy, Evolto fought as Blood Stalk. He transformed into this form using the Transteam Gun and Cobra Fullbottle. Even without the Driver system, his power was still very frightening.
Blood Stalk was able to dominate the fight against Build. He was also able to emit poisonous tendrils that could instantly finish off enemies. He was also capable of unleashing a powerful cobra-shaped energy attack.
2. Cobra Form (Phase 1)
After obtaining the Evol-Driver, Evolto evolved to become much stronger than before. In the first stage, he can transform into Cobra Form using the Cobra and Rider Evolbottle.
In terms of combat capabilities, Cobra Form is superior to Grease, Rogue, and Cross-Z Magma. He is capable of teleportation and delivering high-speed attacks. Furthermore, his attacks are extremely difficult to avoid.
3. Dragon Form (Phase 2)
As the name suggests, Dragon Form is an Evol form based on the Cross-Z armor. Evolto accesses this form by utilizing the Dragon and Rider Evolbottle. He calls this form Phase 2, or the second stage.
Compared to Cobra Form, Dragon Form is superior in punching and kicking power. Evolto loses access to this form after Ryuga snatches the Dragon Evolbottle from him.
4. Rabbit Form (Phase 3)
Unlike the previous forms, Rabbit Form is inspired by Kamen Rider Build. Evolto accesses this form by utilizing the Rabbit and Rider Evolbottle. This form is also known as Phase 3.
In this form, Evolto has advantages in jumping and speed. He is capable of extremely agile movement. He can also use an interesting weapon called the Drill Crusher.
5. Black Hole Form (Phase 4: Perfection)
Black Hole Form is one of Evolto's strongest forms. He achieved this form after upgrading Cobra Form along with Evol-Trigger. Furthermore, its power is far more insane than its previous form.
In this form, Evolto is able to dominate battles against all Riders. Furthermore, he has the capacity to easily destroy the Earth. However, he doesn't do so because he still has a hidden agenda.
6. Phantom State
Upon entering Phantom State, Evolto transforms into a fully monstrous form. He gains this power after absorbing the Lost Panels in Pandora's Box. Furthermore, he needs to use 10 black and gold Lost Fullbottles.
After entering this form, Evolto becomes even more difficult to defeat. He can easily defeat Riders. Furthermore, he can emit highly destructive shockwaves through his attacks.
7. Ultimate State
Evolto can still evolve to become even more powerful by absorbing energy from the moon and the earth. As a result, he is able to enter the Ultimate State form. In this form, Evolto's power becomes increasingly difficult to gauge because he can continue to evolve endlessly.
However, Evolto still has a weakness. He can be temporarily paralyzed by destroying the Evol Trigger that stores all his energy. This gap is exploited by Sento and Ryuga to defeat him.
8. Cross-ZEvol
In Build NEW WORLD: Kamen Rider Cross-Z, Evolto briefly merges with Ryuga and transforms into Cross-ZEvol. This form is accessed by the two of them with the help of the Muscle Galaxy Fullbottle.
Cross-ZEvol has a cool design. Furthermore, their fighting prowess is also very powerful. They can unleash a devastating attack called the Galaxy Finish, which is incredibly powerful.
